76 arrest/2,000,000 people. 25 or 76 is a statistically insignificant different when we are talking about 2 million people. So .0038% of the people behaved badly instead of .00125%. They probably have more arrests in Ocala for public drunkenness and missing teeth citations on any given weekend.
